Ing. Benjamin Arthur has officially handed over to Dr. George Smith-Graham as Acting Chief Executive of the Fair Wages and Salaries Commission (FWSC), following the termination of his appointment as Chief Executive Officer, effective Tuesday, April 15, 2025.

During his tenure, which began in January 2022, Ing. Arthur brought his diverse expertise in civil engineering, labour relations, and conflict resolution to the role. He played a key role in efforts to review Ghana's Single Spine Pay Policy, over a decade after its implementation.

Ing. Arthur's background in labour administration, employment service, and labour relations, combined with his certification as a mediator and alternative dispute resolution (ADR) expert, enabled him to navigate complex workplace conflicts and disputes.

His academic credentials include Master's degrees from the Ghana Institute of Management and Public Administration (GIMPA) and the Kofi Annan Peacekeeping Training Centre.

The handover ceremony, which took place at the FWSC headquarters, was attended by management and staff of the commission.

During the ceremony, Ing. Arthur after handing over key documents reflected on his tenure, highlighting key achievements and challenges overcome.

"I'm proud of what we've accomplished during my time at FWSC," Ing. Arthur said. "I have no doubt that Dr. Smith-Graham will build on these successes and lead the commission to even greater heights."

Dr. Smith-Graham, who brings over three decades of experience in compensation management and public service reforms, has outlined his vision for the commission's future. "I'm honored to take on this new role and look forward to working with the team to drive the commission's mandate forward," he said.

The handover ceremony marks a significant milestone in the commission's history, as it transitions to new leadership. Ing. Arthur's tenure will be remembered for his dedication to ensuring fair wages and salaries for public sector workers.

Staff members have praised Ing. Arthur's leadership and expressed their commitment to supporting Dr. Smith-Graham as he takes the helm. "We appreciate Ing. Arthur's contributions and welcome Dr. Smith-Graham to head the commission," said the Director Finance and Administration, Mr Dollar Agbenu.

As Dr. Smith-Graham begins his tenure, he is poised to lead the government's drive toward establishing an Independent Emoluments Commission. A body that would determine the pay and compensation for all public sector workers.
